The Department of Health Services (DHS), Division of Medicaid Services (DMS) is recruiting to fill the Analytics Reporting Transparency (ART) Section Manager, within the Bureau of Contract Operations and Reporting (BCOR). 

This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position will be headquartered at one of our central or regional offices. The schedule may vary based on training or operational need.

Position Summary

 

As the ART Section Manager, you will direct a multidisciplinary team of IT professionals managing the technical integrity of Medicaid data reporting and vendor compliance. This role is responsible for the technical oversight of the Medicaid Enterprise System (MES) modules, ensuring IT vendors meet data language requirements and contractual obligations. Additionally, you will:

  • lead the section in fulfilling complex open records requests, managing the technical language and oversight of partners use of Medicaid data in Data Use Agreements (DUAs), and providing high-level technical support for external research partnerships including the University of Wisconsin Institute for Research on Poverty (UW IRP). 
  • provide expert-level technical oversight, including drafting, testing, and verifying technical requirements for system changes, and ensure the section’s output meets stringent federal and state Medicaid and Healthcare program requirements related to the integrity of Wisconsin’s data reporting. 
  • provide administrative and technical supervision to a team of IT professionals.

Salary Information

 

The starting pay is between $48.00 and $54.48 per hour (approximately between $99,800 and $113,300 per year), depending on qualifications, plus excellent benefits. A 24-month Career Executive trial period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as Research Administrator and is in pay schedule and range 81/02.

Job Details

 
  • All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled. 
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Qualifications

 

Minimally qualified applicants will have all of the following:

  • Experience presenting diversified, large, or unstructured data analysis in ways that can be easily understood and used to support decision making.
  • Experience using SAS/Base, SAS/Macros, and SAS/SQL for data manipulation and statistical analysis, without reliance on GUI-based interfaces. 
  • Experience translating business requirements into detailed technical specifications needed to complete data analytics projects.
  • Experience developing processes and standards to increase data quality and usability through data management principles, procedures, and techniques.

Well-qualified applicants will also have one or more of the following:

  • Experience with data relationships and table structures within the WI Medicaid eligibility, fiscal, and EDW/DAR MMIS modules.
  • Experience with policies and systems related to eligibility for Medicaid, FoodShare, or similar public benefit programs, including data standards, security protocols, and requirements for transmission of data involving Personal Health Information and Personal Identifiable Information.
  • Experience in a formal supervisory or leadership role, including duties related to recruitment, performance management, workload delegation, and the professional development of technical or professional staff.
