Position Summary

 

This position is located at Mitchell Field/128th Air Refueling Wing in the Civil Engineering Squadron. The primary purpose of the position is to serve as a project manager under the general supervision of the Base Civil Engineer. Project types will include new construction, maintenance and repair, remodels, and additions. Project scope will include very complex projects including but not limited to electrical wiring and lighting, plumbing and HVAC, foundations and roofs, interior and exterior finishes, and building envelopes. Duties of this position include project planning and budgeting, developing contract documents, project plans and specifications, cost estimating and reviewing bids, and project management through the life of the project including design, construction, closeout, and record management. In addition, this position will perform drafting and mapping for Mitchell Field 128th. They will be responsible for the editing of existing and creation of new drawings in AutoCAD; along with the maintenance and updating of Mitchell Field/128th Air Refueling Wing Geographic Information System (GIS) mapping data in GeoBase. The position requires an in-depth knowledge of architectural/engineering and construction methods to inspect contractors and make decisions without the professional engineer. The position also requires knowledge of AutoCAD and GeoBase software sufficient to maintain a range of drawings and maps without assistance. Mitchell Field operates and maintains 34 Buildings/Structures on roughly 99 acres.

Salary Information

 

Starting pay is between $26.79 and $30.93/ hr. For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

This position is in the 14/14 pay schedule/range.  A 12-month probation will be required. 

This position will work 4 10-hour days, Monday-Thursday, 6:00 a.m. – 4:30 p.m.

Job Details

 

In order to gain access to the military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check. 

In addition, the position requires a Common Access Card (CAC). A CAC requires successful completion of a Department of Defense investigation and an additional more in-depth federal background check, for gaining access to federal computer systems, restricted locations, or classified information.

All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO.

Qualifications

 

Candidates who meet minimum qualifications will have experience with:

  • Utilizing AutoCAD to create sketches, diagrams and drawings to use as guides or blueprints for projects.
  • A geographic information system (GIS) to capture data, analyze spatial relationships and generate reports, maps and other visualizations.
  • Reading and interpreting building plans and specifications
  • Designing project drawings and specifications.

In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications:

  • Experience in Project/ Program Management, Contract Management, and Facility or Construction projects.
  • Managing horizontal construction projects (i.e., roadways, parking lots, pads, etc.).
  • An earned Bachelor’s degree or higher in Engineering (mechanical, structural, civil) or related field.
