The Division of Employment and Training develops and maintains employment-focused programs that enable employers to hire and retain the workforce they need and that provide individuals and families with services that enable them to achieve financial well being as members of Wisconsin's workforce. It delivers services through public-private partnerships and a statewide network of Job Centers.

The person hired into this position may request to work up to the majority of their work hours remotely and will be headquarted at one of our DET offices, located throughout the state, depending on employee preference and business needs. Employees are required to report in person for occasional meetings, training, or other business needs, typically at our downtown Madison location (201 E. Washington Ave.).

Position Summary

 

Key responsibilities include:

  • Design and implement audit programs used to monitor the financial integrity of Workforce Innovation and Opportunity Act (WIOA) program providers and other DWD grantees
  • Plan the scope of the audit and determine the accounting and/or auditing procedures to be used
  • Lead review teams to perform operational and financial audits of agencies with grants/contracts, working with a variety of local accounting systems.
  • Prepare formal written reports on audit results, evaluate the efficiency with which grant activities are carried out, review compliance with laws and regulations, and appraise the adequacy of the corrective action taken to improve deficient conditions.
  • Assist the development and modification of division financial policies
  • Serve as a consultant to division management on the appropriateness of financial operations.

Salary Information

 

Starting pay is between $89,000 and $93,500 per year, depending on qualifications. Candidates with a CPA license are eligible for an up to $1.00/hr. in additional compensation. Our exemplary benefits package includes:

The classification title for this position is Auditor - Advanced (schedule 07, range 02). A 12-month probationary period will be required. This position is considered exempt under the Fair Labor Standards Act.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Job Details

 

Travel: Occasional statewide travel with the occasional need for an overnight will be required.

Remote work: Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.

Criminal histories: We also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled. For positions with access to sensitive federal tax information, FBI fingerprinting may also be required.

Eligibility to work in United States: Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant completing the I-9 upon hire.

Qualifications

 

Qualifications marked with an asterisk (*) below will be evaluated in the first step of the selection process. Additional qualifications may be evaluated in subsequent steps.


You will need to have experience in:
•    *Planning, coordinating and/or leading an audit.
•    *Developing and evaluating standards, policies, procedures, budgets, grants, or similar.
•    *Reviewing, analyzing, and interpreting complex written materials (e.g., audit reports, data requests, grant contracts, financial statements, or similar). 
•    Communicating and collaborating with team of peers and others to achieve project and other business goals and objectives.

It would be nice to have any of the following:
•    *Completed or in the process of completing (within the next 6 months) a bachelor's degree or higher in Accounting OR a combination of coursework and work experience equivalent to a bachelor's degree in accounting, that involved performing duties related to finance, accounting, auditing, or similar. 
•    *Experience working with The Office of Management & Budget (OMB) Uniform Guidance.
•    *Experience with public sector auditing.
•    *Experience with an employment and training program or other similar workforce development program (WIOA, WI Fast Forward, or similar).  
•    *A CPA license.
•    Experience providing training and technical assistance to others.
•    Experience preparing contract, grant and/or memorandum of understanding documents.
