This position will work Monday through Friday, 40 hours per week. The exact hours will be determined with the finalist upon job offer.

Position Summary

 

The Purchasing Associate position is located at an Air National Guard (ANG) Aviation Wing in the Civil Engineering (CE) Squadron of a Mission Support Group. The position works under the general supervision of the Buildings and Grounds Supervisor and in coordination with the Facility Manager, providing purchasing and administrative support for the CE squadron to ensure productive and effective utilization of funding for all Civil Engineering tasks and responsibilities. This position performs complex administrative support activities to assist with professional purchasing functions. Duties include preparing complete request for proposals (RFP) or bid solicitation documents. The Purchasing Associate is responsible for pre-audit of requisitions for accuracy of all accounting, procurement, and enterprise-wide software detail, market research to determine potential sources of supply/disposal and to gauge market value of products being purchased/disposed of. 

The position requisitions items within the Wing’s purchasing practices and guidelines and maintains all related purchasing records. The Purchasing Associate contacts vendors to obtain information on products and services and to clarify specifications. The position procures items and selects the best source in terms of quality, price and other pertinent considerations, with approval of the Buildings and Grounds Supervisor. The Purchasing Associate checks invoices against materials received; manages receipt of materials; compiles purchasing reports; and reviews purchase vouchers for accuracy, coding, prices and quantities. They verify prices on requisitions; maintain and utilize automated inventory systems for tracking and approval processes; provide guidance and direction to program staff on procurement policies and procedures; and coordinate purchasing cards, process card applications, review card statements and receipts, and verify purchases/travel are in accordance with established policies and guidelines. 

 

Salary Information

 

Starting pay is $20.02/ hr. 

This position is in the 02-10 pay schedule/range. A 12-month probation will be required. 

For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

This position will work Monday through Friday, 40 hours per week. The exact hours will be determined with the finalist upon job offer.

The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

Job Details

 

Must possess or be eligible to obtain and maintain a valid driver’s license as a condition of continued employment. 

In order to gain access to the military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check. 

In addition, the position requires a Common Access Card (CAC). A CAC requires successful completion of a Department of Defense investigation and an additional more in-depth federal background check, for gaining access to federal computer systems, restricted locations, or classified information.

Must have the physical ability to perform essential job duties including the ability to lift 50 lb. objects. 

May require early / late shift work and weekend duty during Unit Training Assemblies.

All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on theTuesday prior to NEO.

Qualifications

 

Candidates who meet minimum qualifications will have experience with:

  • Obtaining quotes from manufacturers and conducting market research.
  • Tracking budget and spending. 
  • Computerized work order and purchasing systems.
  • Customer service experience. (i.e. answering customer and contractor phone calls.

 

In addition to the minimum qualifications, well-qualified candidates will also have experience with the following preferred qualifications:

  • Facilities maintenance or trades environment.
  • Cost estimating.
  • Company purchase card holder or equivalent.
