This position is headquartered at the Department of Administration State Office Building, 101 E. Wilson Street, Madison, WI.

Position Summary

 

Under the general direction of the Executive Director, the program and policy analyst – advanced position is responsible for overseeing federal funds intended to promote community service and volunteerism throughout Wisconsin. 

 

This position develops policies and procedures, conducts program planning, monitoring, and evaluation for federal AmeriCorps funds, and functions as a technical expert to local and state government agencies and nonprofit organizations related to federal and state laws, regulations, and policies. This position trains and assists Serve Wisconsin and grantee program staff in fiscal policies and procedures. 

 

This position works independently to provide complex financial oversight of organizations receiving AmeriCorps funding. This position provides financial and administrative reviews of AmeriCorps State subgrantee applicants and supports program staff in the fiscal oversight of grantees. This position conducts financial desk reviews, provides financial technical assistance to grant recipients and grant applicants, monitors expenditures and financial reporting, and conducts on-site evaluations to evaluate compliance with complex federal and state statutes and regulations. 

 

Additional duties include assisting the Executive Director in planning and developing operational policies, administrative and programmatic support in oversight of AmeriCorps programs and select activities and projects that further the mission of Serve Wisconsin and strengthening Serve Wisconsin’s relationship with stakeholders including federal contacts, elected officials, administrators of non-profit organizations and the general public. State and national travel is required. 

 

The Program and Policy Analyst - Advanced position performs advanced professional work under general supervision with considerable latitude for the use of initiative and independent judgment.

Salary Information

 

Starting hourly rate for this position will be $27.68- $45.67 per hour depending on qualifications and experience, plus excellent benefits. This position in the Program and Policy Analyst - Advanced is assigned to pay schedule/range 07-03. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

 

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

 

This position is required to report to the office at 101 E Wilson St in Madison, WI, 1 day per week and can work remotely up to 4 days per week after training is complete upon the approval of the direct supervisor.

Qualifications

 

Qualified applicants will have education, training, and/or work experience related to ALL the following:

  • Providing program and policy support for large and complex federal programs
  • Experience providing training and technical assistance
  • Interpreting and implementing complex federal and state policies, regulations, and procedures

 

In addition, well qualified applicants will also have experience with at least one of the following:

  • Development of policy and program planning materials and guidance documentation
  • Fiscal analysis and providing technical fiscal assistance to funding recipients
