Introduction

 

The Department of Health Services (DHS), Division of Medicaid Services (DMS)  is recruiting for a FoodShare Enrollment and Outreach Coordinator within the Bureau of Eligibility and Enrollment Services (BEEP). This position is a full-time project position. The duration of the project position is anticipated to last no later than March 2030. Project positions are eligible for benefits including health insurance; however, the incumbent will not obtain permanent civil service status. Individuals appointed to project positions must be Wisconsin residents.

This position has the ability to work remotely up to 5 days per week but may be required to report to the Madison central office on occasion for certain tasks or meetings or do light travel as assigned. These positions can be headquartered at one our central or regional offices. The schedule may vary based on training or operational need.

Position Summary

 

As a FoodShare Enrollment and Outreach Coordinator, you will be responsible for planning, identifying, analyzing, developing and implementing policies to promote program and department objectives for Wisconsin’s FoodShare program (Wisconsin’s Supplemental Nutrition Assistance Program) with a focus on efforts to increase quality of application and information submitted by members and partners in an effort to decrease Wisconsin’s FoodShare error rates. You will hold primary responsibility and subject matter expertise for FoodShare Enrollment and Outreach efforts related to member experience and partner collaboration. Duties may include member and partner research and data analysis, partner engagement and technical outreach support, member communication, organizing and attending partner meetings, and project enhancements, especially as are related to state and federal nutrition programs. 

You will also be responsible for supporting the planning, development and implementation of policies where there will be a significant member impact. You will assume a role in: 

  • Assisting bureau, division and department management in identifying and developing necessary policy, systems, process, and communication changes, which may vary considerably in degree of scope and complexity; 
  • Coordinating and supporting member and partner research and data analysis to understand program participation and member and partner accuracy in the application, renewal, and change reporting processes; 
  • Coordinating outreach and member-facing program design activities with other bureau, division and department staff; 
  • Developing detailed and comprehensive program development plans for outreach-related functions, including ongoing partner engagement and technical outreach support, program evaluation, creation of outreach resources and tools for partners with a focus on tools and resources aimed at lowering FoodShare error rates and improving Quality Control (QC); and 
  • Planning activities to ensure policy, processes and systems do not adversely impact FoodShare payment error rates, QC, or member engagement and experience throughout the eligibility process.

Salary Information

 

The starting pay is between $37.50 and $42.50 per hour (approximately between $78,000 and $88,400 per year), depending on qualifications, plus excellent benefits. 

*An add-on of $1.00 per hour may be paid for bilingual skills in Spanish or Hmong.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Program and Policy Analyst-Advanced and in pay schedule and range 07/03.

Job Details

 
  • All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled. 
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice. 
  • Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process. 
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Qualifications

 

Minimally qualified applicants will have all of the following:

  • Experience working with Medicaid, FoodShare/SNAP, or other public assistance programs.
  • Experience conducting program/policy research and analysis, developing recommendations, and presenting recommendations to audiences both verbally and in writing. 
  • Experience leading projects or initiatives to successful completion, including tasks such as managing timelines, coordinating and communicating with multiple partners, facilitating meetings, evaluating progress or escalating issues. 

Well-qualified applicants will also have one or more of the following:

  • Experience establishing systems, policies, and procedures to oversee publicly funded programs.
  • Experience obtaining and applying data in decision making processes, policy analysis, and program evaluation.
  • Experience applying equity and inclusion initiatives to public policy.
