The Bureau of Educator Talent, Educator Preparation Program Section within the Division of Academics is seeking applicants for an Educator Preparation Consultant position. This position provides statewide leadership for the implementation of PI 34, with responsibility for educator preparation program approval, professional development, and licensure. The position works with higher education and non-institutional preparation programs, education partners, and other stakeholders to ensure compliance with Wisconsin Administrative Code Chapter PI 34 and support effective educator preparation and licensure practices.

In this position, you will:

• Provide statewide leadership and coordination for the review, evaluation, approval, and continuous improvement of performance-based educator preparation programs, including program development and revisions, onsite reviews, testing requirements, and compliance with PI 34 standards.
• Lead statewide professional development initiatives related to PI 34, including developing and evaluating staff development programs, delivering training and technical assistance, conducting research, and communicating requirements and findings to educator preparation programs and other stakeholders.
• Provide consultation and policy guidance on educator preparation and licensure requirements, conduct research and develop recommendations, and represent the department in statewide initiatives, conferences, and other activities related to PI 34 implementation.

This classification for this position is Education Consultant. Depending on qualifications, the salary will be between $37.00-$49.50 per hour (approximately $76,960 - $102,960 per year). For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan effective at time of hire. This position is in pay schedule 13, range 02. A one-year probationary period will be required.

Remote Work: This position allows for up to 90% remote work within the State of Wisconsin, with the expectation that the employee maintains secure, high-speed internet access. Remote work from neighboring states may be approved only in very rare and limited circumstances. Please note that remote work arrangements may be rescinded at any time based on business needs, and employees may occasionally be required to report to a Wisconsin work location on short notice. This position may include occasional in-person team meetings.

Travel: This position requires frequent in-state travel (approximately 12-18 times/year) to visit Educator Preparation Program sites. Some travel will be overnight depending on the destination.

Headquarters: The position is headquartered at 201 W. Washington Ave. in Madison, WI, and employees are required to report there on their first day of employment. In addition, the employee may need to report to their headquarter location as operational needs require. Reimbursement for traveling to or from the employee’s headquarters is not provided (e.g., mileage, meals, parking, lodging, etc.).

Pre-hire requirements: A criminal background check will be conducted prior to an offer of hire. A tuberculosis screen will be required prior to start.

Legal authorization: Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., without DPI sponsorship). The Department of Public Instruction does not sponsor visas, either at time of hire or at any later time.

A minimally qualified applicant must have all the below:

• Experience working within an educator preparation program (e.g., institution of higher education (IHE) or non-IHE educator preparation program) that is responsible for educator preparation, instructional leadership, or related initiatives.
• Experience working within or in partnership with PK-12 education systems in areas related to educator development, curriculum, instructional leadership, or other initiatives that support educator effectiveness and student learning.
• Experience interpreting and implementing education-related statutes/administrative rules, accreditation standards, educator licensure requirements, or other regulatory education requirements.
• Experience providing technical assistance, consultation, professional development, or training related to educational programs or practices to educators, institutions of higher education, or educational organizations.
• Experience using data (e.g., assessment, program evaluation, or other relevant data) to review, evaluate, develop, or improve an educational program; or experience using a continuous improvement process to review, evaluate, develop, or improve an educational program.

Well-qualified applicants will also have some or all the below:

• Experience participating in an educator preparation processes: program approval, accreditation, site review, or quality assurance.
• Experience interpreting or implementing Wisconsin educator licensure requirements (e.g., PI-34); Wisconsin Statutes related to Educator Preparation Programs; Wisconsin administrative code or statute related to PK-12 education systems, policies, practices, or requirements; or Wisconsin administrative rules related to educator preparation.
• Experience collaborating with partners on educator preparation, educator licensure, or related educator workforce initiatives within multiple of the following organizations: colleges and universities, educator preparation providers, professional associations, state agencies, or regional education organizations.
